How Halton Hills Council Meetings Work: A Guide for Residents

Many of the decisions that shape our community are made during Council meetings. These meetings are where members of Council review staff reports, hear from residents, and vote on matters that affect services, planning, and programs across Halton Hills.

For residents who are interested in learning more about how these meetings work, the Town has created a helpful Council Meeting Guide that explains the process in plain language.

What Happens at a Council Meeting?

Council meetings bring together the Mayor, Regional Councillors, and Local Councillors to discuss and make decisions on matters affecting the Town. These meetings are governed by a procedure by-law that outlines how meetings are run and how decisions are made.

During meetings, Council may:

  • Review staff reports and recommendations
  • Hear presentations and delegations from residents
  • Discuss policy, planning, and municipal programs
  • Pass by-laws and resolutions

Many agenda items first go through General Committee, where Council discusses reports and hears delegations before a final decision is made at a later meeting.

Following Council Meetings

Council meetings are typically held in the Council Chambers at Town Hall and begin at 3:00 p.m. Residents can attend in person or watch the meeting live online through the Town’s website.

The Town’s municipal calendar is the best place to find upcoming meeting dates as well as agendas, minutes, and recordings from past meetings.

Speaking at a Council Meeting

Residents who want to share their perspective on an item on the agenda can register as a delegation. Delegates are typically given up to five minutes to present their comments and can participate either in person or virtually.

Delegates must fill out the Application to Appear before Council. The application must be submitted by 4:30 p.m., one business day before the Council meeting. 

If you would prefer not to speak at a meeting, you can also submit written comments to the Town Clerk’s Office, which will be shared with Council and become part of the public record.
